With the introduction of OS Sierra, Apple has made a few tweaks to their editing options with a new quick-edit called Brilliance which is used to brighten and lighten the photo in areas that are a bit dark and dreary.

Launch the Photos app on your Mac.
Click on the photo you would like to edit.
Click the edit hamburger menu in the upper right corner. It looks like three lines with circles on them.
Click Adjust.
In the Light Adjustment section, the first option available should be Brilliance.
