While it's not officially available beyond a handful of countries, you can download Pokémon Go internationally if you know how. Sadly, that doesn't mean there'll be any Pokémon Go content for you to interact with. It's simply not yet up and running everywhere.
There does seem to be some correlation between the developer's previous augmented reality game, Ingress, and Pokémon Go. So if you could play Ingress where you live, chances are you can play Pokemon Go. But it's impossible to be 100% certain about that from the outside..
