That's according to Cult of Mac, who claims to have received confirmation from an Apple spokeswoman.

Apple did not clarify whether NFC will be made accessible at some point in the future, but for now the company is refraining from promoting NFC as a standalone feature, instead touting it as a component of Apple Pay.

This isn't the first time Apple locked down a new feature. Last year, the TouchID sensor was unavailable to developers, with third-party apps getting access to the fingerprint sensor in iOS 8. Apple tends to be conservative when it comes to creating application programming interfaces (API). They typically test them internally at first, then provide them to developers when they're fully worked out and secured. It is feasible that Apple is taking a similar approach with the NFC technology.

How do you feel about NFC being locked down to Apple Pay?

Source: Cult of Mac
