Users with devices that can't run iOS 8, such as the iPhone 4, can still download the latest compatible version of iOS 7.

From AppleInsider (http://appleinsider.com/articles/14/09/26/apple-stops-ios-712-code-signing-restricts-downgrading-from-ios-8):

With Apple no longer performing iOS 7 code signing, users who previously upgraded to the latest iOS 8 version can no longer revert to the last-generation OS. As noted above, owners of non-compatible devices like the iPhone 4 and original iPad still have access to the firmware.

iOS 7.2.1 was the last version of iOS 7 to be released, coming in June with a number of fixes.

How do you feel about Apple ending the signing of iOS 7, and were you looking at downgrading?
