Many Users Reporting Random Freezes and Crashes in Safari after Updating to iOS 9.3

It looks like Apple has broken Safari with the recent iOS 9.3 release, as many iPhone and iPad owners are reporting that they are unable to open links in the browser from within other applications. In other cases, opening links in Safari is causing the browser to either freeze or just straight up crash.
